Manage cross-border healthcare crisis through regional negotiation and technical decision-making
Description
This 3-hour interactive simulation challenges healthcare professionals to respond collectively to a major regional health emergency affecting multiple African countries. Participants represent assigned countries and negotiate responses to scenarios involving infectious disease outbreaks, tropical diseases, limited critical-care capacity, pharmaceutical and vaccine access, humanitarian displacement, conflict-related healthcare disruption, or shortages of healthcare personnel and essential supplies. Each participant prepares independently by studying the healthcare system, epidemiological priorities, resources, and constraints of the assigned country. During the session, delegations must negotiate coordinated responses while managing different national priorities and resource limitations. The exercise develops healthcare diplomacy, negotiation, leadership, crisis communication, evidence-based decision-making, and regional coordination skills. Decisions should reflect clinical realities, population-health priorities, logistics, health-system capacity, and humanitarian needs.
